Are Local Authorities stuck between a rock and a hard place when it comes to decarbonisation?

Hydrogen boilers and electrification of heat through heat pumps are competing technologies and both want to be the silver bullet to meet all our decarbonisation needs. This reminds me of the war between Blu-ray and HD DVD in the late 2000s. I was one of many who stood back and waited to see which horse won the battle.

But Local Authorities and Housing Associations don’t have the luxury of waiting and seeing which technology wins the decarbonisation battle. They have targets to bring their housing stock up to an EPC rating of B by 2040!

So what happens if they invest heavily in heat pumps today and then must replace them with a hydrogen boiler at a later date?

The big question is, how can they make cost-effective choices now to meet those future targets?
